23 Mayors involve in Drugs will be named soon

After President Rodrigo "Digong" Duterte named the 5 generals allegedly involved in drugs syndicate during his speech in 69th anniversary of Philippine Air Force, more public officials (mayors) are set to be exposed.

Philippine National Police (PNP) chief Director General Ronald "Bato" Dela Rosa said that “The President has the list of these local executives involved in illegal drugs. I can’t reveal their identities, only the President can make public their names".

He said the President may ask the Department of the Interior and Local Government to take action against the local government officials linked to drugs.

Retired police deputy director general Marcelo Garbo Jr. being one of the 5 generals named by Duterte, told The STAR that he is willing to clear his name with the President if he's given the chance.

Garbo claimed that Duterte got “wrong and poisoned” information about him and he promised to cooperate with the investigation against them.

“It’s sad to know that there are mayors who are involved. I hope these mayors are now armed to the fullest for them to fight us,” Dela Rosa said.

“We will treat them like ordinary criminals because they committed a crime,” he added.

“I don’t care if you’re a mayor or if you get reelected because of your drug money. There will be no special treatment,” the new PNP chief stated.

Chosen authorities indulging drug rulers ought to be managed extremely, he said, because they have waste the trust of the people who place them in the position and local government officials should serve as role models.

De Lima reacts to Duterte for humiliating 5 generals

Newly elected Senator Leila De Lima reacted to five generals issue who allegedly coddle drugs that was named by President Rodrigo "Digong" Duterte during his speech in 69th anniversary of Air Force.

While Duterte proved his seriousness in the anti-drug campaign in the country as part of his agendas, De Lima stated that there could be a violation of rights to due process for the five generals.

“Sa tingin ko yung name and shame tact adopted by our President has both a plus and a minus. On one hand it demonstrates yung seriousness, yung determination niya to really stamp out criminality and corruption especially official corruption, corruption within the PNP ranks, between and among the PNP officials. So that’s the plus," Delima said.

The former chief justice said “On the other hand, syempre, may violation dyan ng due process".

“There is still presumption of innocence and therefore, they are entitled to be heard. They should not be put and subjected to trial by publicity,” De Lima added.

Where did 'Loot' get more than P100M worth of assets?

Retired Chief Supt. Vicente Loot was one of the five generals who coddles drug, mentioned by President Rodrigo "Digong" Duterte during 69th Air force anniversary and currently the mayor of Daanbantayan, Northern Cebu was said to be one of the richest police officers in the Philippine National Police (PNP) with a net worth of more than P100 million.

Where did he get it?

Loot explained that his properties were acquired through bank loans and other “legal means.”

Some of his assets:

• House in Daanbantayan, Cebu


• 18 houses mostly in Mandaue City, Cebu (for rent)


• cockpit arena


• 5 luxury vehicles.

Loot said he was still trying to reach and set an appointment with Duterte and PNP Director General Ronald dela Rosa so he could explain his side well.

He said in the year 2009 he was subjected to lifestyle check by the National Bureau of Investigation (NBI) and the case at the Ombudsman was even dismissed because he was able to expound the source of their wealth.

Loot explained, that since before they got married, his wife already acquired LOTS in Mandaue City at the cost of  P200 per square meter. Today,  the value of the property they had reached to P10,000 per square meters.

Through their lots, they built houses with the help of bank loans and make it as their business by house for rent.

Loot also credited his wife, whom he described as a good businesswoman who was also engaged in sale of pieces of jewelry.

When Loot and his wife Maria Luisa has joint their Statement of Assets, Liabilities and Net-worth (SALN), there's a time when he was declared the richest police official in the PNP while his wife was tagged as Cebu’s richest town mayor since their Statement of Assets, Liabilities and Networth (SALN) was joint.

In 2009, Loot declared his SALN net worth of P106.7 million.

His declared assets:

• P101.3 million from real property or parcels of lands;


• P8.3 million for vehicles


• P6 million for jewelries


• P2 million for furnitures


• P900,000  investments in insurance and stocks.

Loot’s liabilities has reached to P11.8 million, mostly loans and stated in his SALN four companies which the family owns: Eigado Real Estate, Eigado Lending, Gallera De Mandaue Cockpit, and Sabungan Canteen, all located in Mandaue City, Cebu.

Loot also stated that despite the issue his facing now, he has no plans of stepping down on his position.

“If the allegations raised against me were related to my present post, I would resign,” he said. “But these charges are not related to my job now which is to protect the people who are oppressed and abused," Loot explained.

Loot also claimed that his name had been used by people who are involved in illegal drugs.

Loot reiterated that the accusations could be part of black propaganda especially that his family was in politics. His wife, was mayor of Daanbantayan of several years while his stepson, Sun Shimura, is now a provincial board member.

In a interview with Inquirer Visayas, Loot said “My name is very vulnerable especially that I run a cockpit arena which is sometimes patronized by drug pushers."

Loot also admitted that the profits he gained from his cockpit arena enabled him to acquire and buy more properties.

Dela Rosa to Generals: I want to cry with them

Philippine National Police chief Ronald “Bato” Dela Rosa felt emotional as he was describing the meeting with the three police generals who are allegedly involved in drug trade.

Dela Rosa was on the edge of tears as he told the reporters "I want to cry with them."

On Tuesday, June 5, the five generals who were mentioned by President Rodrigo "Digong" Duterte during his speech in the 69th anniversary of Philippine Air Force were Police Director Joel Pagdilao, Chief Supt. Edgardo Tinio, Chief Supt. Bernardo Diaz, retired Deputy Director General Marcelo Garbo and retired Chief Supt. Vicente Loot who were also Dela Rosa’s upperclassmen at Philippine Military Academy (PMA).

Meeting lasted less than an hour and only  Pagdilao,  Tinio and Diaz met Dela Rosa on Wednesday, June 6 at the PNP headquarters, Camp Crame, Quezon City.

With the presence of representatives from the Department of Interior and Local Government (DILG) and National Police Commission (Napolcom).

During the meeting, Dela Rosa said: “It was very intimate. Don’t ask anymore. I might cry here.”

“Our meeting was purely intimate and personal. I cannot discuss it in public. (But) my advice to them is face the music,” Dela Rosa said.

Dela Rosa’s spokesperson Senior Supt. Dionardo Carlos was also there and said there was no tense moment but the officers broke down in tears.

Carlos said “It was quiet. Mabigat. Syempre naiintindihan namin na hindi sila basta-bastang naging heneral. It’s normal, human emotion na dumadaan sa pagsubok na maramdaman ang ganito".

(It was quiet. It was a difficult situation. Of course, we understand that they did not become generals just out of nowhere. It’s normal, human emotion for them to feel that way as they go through this ordeal.)

Dela Rosa said he assured the generals for the impartial investigation.

“I gave them the assurance na kahit upperclass ko sila, I am their father right now. As the father, I have to look for their welfare,” Dela Rosa said.
