On Monday, during the Senate inquiry on the alleged extrajudicial killings in the country, Senator Antonio Trillanes IV was having the chance to ask the Philippine National Police Chief Dir. General Ronald "Bato" Dela Rosa, “We were not trained by the Philippine Military Academy (PMA) to do what’s wrong and illegal,” Trillanes said referring to Dela Rosa.

While Dela Rosa was on the grill by Trillanes, he refreshed his memory that the PMA did not teach them to participate themselves in something illegal.

“Let’s just do the right thing. Alam natin kung ano ang tama. Hindi tayo tinrain sa academy to do what’s wrong and illegal" "We know what is right. We weren’t trained in the academy to do what’s wrong and illegal,” Trillanes said.

Trillanes was known for heading the Oakwood Mutiny on 2003  when he and some of the officers and men of the Armed Forces of the Philippines (AFP) protested for alleged spreading corruption inside the government.

Trillanes also cautioned the policemen that President Rodrigo Duterte will not always be there to protect them because he has only six years on his term.

“General, umiikot ‘yung mundo eh. Ngayon si Duterte naka-pwesto; eh malay natin ‘yung susunod na pwesto ang priority ay human rights at magconduct ng investigation, by then retired na kayo at nakatiwang-wang mga pulis,” Trillanes added.

For almost seven and a half years Trillanes was also detained before after leading the protest against corruption.

“Kapag binuksan ang honest to goodness investigations, kailangan properly sagutin nila. Otherwise, sila rin manangot long after commanders nila nagretire na—‘yung mga nag-guarantee sa kanila na, ‘Sagot ko kayo,’ walang mangyayari habang sila nasa pwesto. Pero hindi sila habang buhay nakapwesto,” Trillanes said.

LOOK: Driver of De Lima owns two houses?

Senator Leila De Lima's driver Ronnie Dayan allegedly owned a 2-story white house in Barangay Galarin, Urbiztondo, Pangasinan province.

The neighbors of Dayan were asked by Inquirer about President Rodrigo Duterte's allegation that the white house was De Lima's gift to his driver but they neither said yes or no.

It was on Wednesday that Duterte said that De Lima and her driver was having a relationship and that Dayan was the bagman of De Lima who was allegedly collecting the pays from illegal drug trade.

Village chief of Brgy. Galarin Rodolfo Licuanan, stated that the children of Dayan live in the orange bungalow house just about 100 meters away from the said white house and was just finished on March this year.

Dayan has two married children and one child that is still in high school Licuanan said.

The Inquirer asked Licuanan if De Lima paid the house for Dayan, the village chief shook his head, “I don’t know,” he said.

Licuanan also claimed that De Lima was staying in Dayan’s house whenever she is present in the town.

“I knew she was around because people would tell me that she was here,” Licuanan said, referring to the time when De Lima was still Department of Justice chief.

Last December 2015 De Lima had distributed the villagers some gifts, Licuanan said and, “A little cash, P50 for the children and P100 for the adults. But she did not go around; it’s the people who went to the house."

Another Urbiztondo resident said Dayan and his family used to live with his parents in a small house in the village.

A resident of Barangay Galarin said that “We would see them on weekends. She would arrive on a Saturday and leave on a Sunday,”

And sometimes, the two would be seen coming in the public market to buy some vegetables and fish.

Provincial police director Senior Supt. Ronald Lee said,“It’s open knowledge in the village who financed the building of that house,” on Thursday during a presscon in Lingayen, Pangasinan.

“He is just a driver and residents say he could not have bought that property by himself,” Lee stated.

During a party in 2014, Dayan had allegedly threatened a village watchman or barangay tanod and punched a police officer because they confronted Dayan for firing a pistol in the party, this is a recorded documents from Urbiztondo police which have presented by Lee.

“We want to be updated on the case,” Lee said.

“Was there really a settlement? There was talk that two government prosecutors went to the police station to settle the case at that time,” Lee added.

DOH: Dengue cases increase this year

Because it's rainy season, it is expected that dengue cases will increase, Department of Health- Spokesperson Dr. Eric Tayag said in a press conference held in Tayuman, Sta. Cruz, Manila.

DOH cited on Tuesday that there are 84,085 dengue cases from the period of Jan. 1 to Aug. 6, 2016,  and having 15.8 percent increase compare to the 72,627 dengue cases during the same period last year.

If any barangay of municipality or in provinces have recorded dengue cases for 4 consecutive weeks a dengue alert zone is being declared to that area.

Also, the government hospitals were put in an alert mode, to activate dengue express lanes and respond immediately for treating and guiding patients suspected dengue, when a certain barangay was put on a dengue hotzone, Tayag said.

However, Tayag explained that there was no epidemic happening yet.

We also have to do our part as citizen, we have to clean our environment.

“Let us search together the portions where clear stagnant water are being stored…we have to cover them so that mosquitoes will not be able to lay their egg there,” Tayag said.

There are 372 death cases for dengue in total this year.

Here are the list of provinces considered as dengue hotzones; Pangasinan, Pampanga, Zambales, Batangas, Laguna, Rizal, Oriental Mindoro, Antique, Negros Occidental, Cebu, Negros Oriental, Southern Leyte, Bukidnon, Lanao del Norte, Misamis Oriental, Davao del Norte, Davao del Sur, Davao Oriental, Apayao, Benguet and Metro Manila.

Meanwhile, Tayag explained that not all municipalities and barangays under the said provinces are dengue hotzones.

He stated for example the NCR which Pasig City and Quezon City are on the list.

And on its list only Barangay Pinagbuhatan is in Pasig City and Barangay Fairview, Batasan Hills, Pinyahan and Holy Spirit are in Quezon City.

SWS: Aquino admin’s last net satisfaction rating ‘very good’... thenDuterte started his term

The administration of former President Benigno Aquino III received a “very good” net satisfaction rating just days before he stepped down from office, according to the latest Social Weather Stations (SWS) survey.

Results of SWS poll conducted from June 24 to 27 among 1,200 respondents showed that Aquino’s net satisfaction rating rose to a “very good” +50 from a “good” +35 in April this year.

This was before Rody Duterte started his term and started a massive campaign against illegal drugs and corruption which exposed the past administration of Pnoy to be a coddler of big time Drug Lords and corrupt officials which could have ended the Philippines as a narco state.

Did Pnoy coddled drug Lords? Most definitely yes! Either out of his sheer incompetence, or outright conspiracy...

That’s the only conclusion one would get after the police all over the country, following incoming President Duterte’s announced priority, have arrested or killed drug lords and dealers in just a few weeks.

All of a sudden — with thousands of self-admitted, small-time dealers and users even surrendering to authorities, fearing they would be victims of summary executions — the nation has been awakened to the reality that our drug problem, which really afflicts mostly the poor, indeed has reached horrific proportions. So much so that many sectors of this purportedly Catholic nation are now reviving the call for the death penalty.

Such scale of the illegal-drug and crime menace couldn’t have emerged overnight. I can only conclude that President Aquino allowed it to grow during his six years in office. He had hundreds of millions of pesos in confidential funds, and the Presidential Anti-Organized Crime Commission (headed by his executive secretary, Paquito Ochoa), yet did little to fight the drug lords.

Anyway, back to the statistics of Pnoy’s rating....

Results of SWS poll conducted from June 24 to 27 this year, among 1,200 respondents showed that Aquino’s net satisfaction rating rose to a “very good” +50 from a “good” +35 in April this year.

below, “SWS terminology for net satisfaction ratings are as follows: +70 and above, “excellent;” +50 to +69, “very good;” +30 to +49, “good;” +10 to +29, “moderate;” +9 to -9, “neutral;” -10 to -29, “poor;” -30 to -49, “bad;” -50 to -69, “very bad;” -70 and execrable.”

December 2013 was the last time the Aquino Administration received a “very good” net satisfaction rating. While his highest was in June 2013 at +66

Specific issues:

For developing Science and Technology (+54)

Promoting the welfare of OFW (+52)

Helping the poor (+51)

Foreign relations (+48)

Defending the country’s territorial rights (+45)

Restoring peace to Mindanao (+43)

Providing jobs (+40)

Fighting crimes (+31)

Meanwhile, the following issues received a moderate NET satisfaction:

Eradicating graft and corruption (+27)

Reconciliation with Muslim rebels (+25)

Communist rebels (+25)

Ensuring that no family will be hungry (+25)

Fighting inflation (+19)

Aquino’s administration also had a higher net satisfaction rating in:

Visayas (+62)

Mindanao (+60)

NCR (+32)

Luzon (+45)

Classes:

Class D and E (+51)

Class ABC (+24)

CHR Chief to Duterte: Start filing cases

After President Rodrigo  Duterte named the 159 public officials allegedly involved in drugs, the Commission on Human Rights (CHR) encouraged him to start filing cases.

CHR Chair Jose Luis “Chito” Gascon said that the president had not filed a case in court yet against the judges, mayors and police officials he named which would give them a way in defending their selves from his allegation.

Gascon stated, “The Constitution establishes a system of justice and rule of law that requires both due process and presumption of innocence guarantees, among others."

To note Gascon is also against the extra-judicial killings happening in the country, which brought sour words spoken between him and the president.

“Thus, when a crime has either been or is alleged to have been committed, law enforcement must conduct an investigation with a view to charging the accused in the proper forum so a hearing could be conducted whereby the evidence would be considered to establish either the guilt or innocence of the same,” Gascon added.

All the alleged drug coddlers who were named by Duterte, like the mayors were ordered to cancel their firearms and bodyguards, the police officials to report into their mother units and the judges to the Supreme Court for proper disposition.

Gascon reiterated that, “I stress once more that this mandate he assumes includes the duty to guarantee human rights for all."

Ifugao Representative Teddy Baguilat said that Duterte’s failure to do something after his accusation to the shamed officials, it would turn out to be a “witch-hunt” without particular end aim.

“After naming and causing them embarrassment, next is to file cases, especially when there is strong evidence. If there are no cases filed and no one among these people prosecuted and jailed, then what we had was a witch hunt. Or worse, we momentarily stopped the drug trade but left it open for a resurgence in the future,” Baguilat stressed.
